how to pitch agency services to ecomm?

So I've had a couple meetings with ecomm store owners and they both ask me questions like "What can you do for us "How much money can you make us" "How much ad spend should we use"
Obviously these questions are pretty much impossible to answer without actually creating campaigns, testing tons of copy, headlines, creatives, audiences etc.
So my question is, how would you pitch a potential ecomm client when their product is in a niche you haven't worked with?
