Local business clients wanting 700 leads per week, 52 weeks a year. Is this reasonable?

I have multiple local business clients all in the same niche, that want hundreds of leads per week, indefinitely. Some want 400 leads per week, others want 700 leads per week.

This is becoming extremely hard to manage. Lead costs are absolutely sky rocketing and no matter what campaign structure I set up, how I setup targeting etc, the lead cost is consistently rising.

Is 700 leads per week as a local business reasonable? Again this isn't a one or two week push, they want 700 leads per week indefinitely, and they complain regularly that their CPL is rising/too high. What do you guys think?
