Fable 3 Quest Bugged?

In the city of Aurora there is a quest called "The New World" An Auroran explorer asks for $8,000 gold to sail across the ocean and crashes at driftwood a couple days later.

When I set this as my active mission it guided me to a lady by the auroran docks and she refused to speak to me or further the quest. She wouldn't even talk or interact with my character. I had no way to give her the funding she needed and closing the game/fast traveling away and back did not fix her.

I decided the only option to try from here was killing the npc to see if the game replaced the quest giver or respawned the npc correctly. Now the quest is still saying to give funding to the lady by the Auroran docks and there is nobody there ever. Not even a sparkling trail telling me where to go.

So I'm stuck with a quest in Aurora with no way of ever completing it. Luckily it doesn't have an necessities for achievements or anything tied to the mission, but as a completionist this is extremely shitty and I will be bother by it forever. I would have liked to see the crashed ship in Driftwood and now it will never happen.

Any reccomendations on what might fix this issue or an idea what could have caused the npc to refuse speaking to me? This is very disappointing as a final playthrough. I won't be touching this game again after this bs.
