Why is PAL missing framerates?

I know it’s probably some arbitrary reason, but it really sucks that you can’t do 24fps in PAL mode.

It’s not an issue in normal shooting, because in NTSC at 24fps I can do 1/48 which is fine, but when I want to shoot high framerate stuff I can only do 60 or 120 which means 1/100 (which is ok) or 1/125 which ends up with horrible flicker or strobing.

If I switch to PAL to get 100fps then I can only do S&Q at 25, not 24. And I have the hassle of switching between regions every time.

Is there a workaround I’m missing or is it just stupid region locks that you can avoid?
