League Championship Tiebreaker

so I've heard that it is either the top bracket or whoever took their turns first that advances to the next stage from a tie.
However that doesn't seem to be the case. The tiebreaker has to be either team OVR or the amount of fans or something...
Does anyone have a solid answer to this?
