guitar is louder than drums, but at the same time quiter

So i am mixing drums and guitar together and when I listen with headphones with my pc volume at 40 which is what I normally mix at, it sounds fine, then when I turn my pc volume up to 100 to mix at different volumes the guitar is way louder than the drums but sounds fine at lower volume levels. Any ideas on a fix?
