How's Laguna?

So, I got Laguna's Machine Gun from Phase 3 (hope I didn't deplete my Wall Luck for Phase 5), but I really never hear anyone discuss his viability, whether it's good or even in a joking manner.

So how is Laguna with Desperado? His role (Celerity Machinist) isn't something I have the hardest time filling since I got Balthier's Capella from the Lucky Draws, but there is utility to AoE Slow on top of what is essentially Blade Beam.

Also, would you say having Seph's Coat, Organics, and this justifies crafting an additional Lifesiphon(s)?
