Observation: Raid level caps at 45?

It seems for at least a few hours, we've been leveling up the raid to level 45 over and over again. Rather than increasing the level, it just restarts the level down timer. Any guesses as to why we're doing so much damage per hour, more than in the past? Have we made it to 45 before? It seems like damage above what's needed to get the maximum damage bonus must be counted (or we have around 100k max raid runs per hour).
