With the sheer number of things you need to do (counter physical damage, counter magical damage, break, dispel, summon twice), pulling it all off in 2 turns required someone to have incredible action efficiency which Elfreeda has in spades.
OTKO'ing Leviathan is doable by many units but trying to compress all the the actions needed for the missions into 2 turns was pretty difficult.
While it's very niche in its application, Elfreeda completely dominates in this specific niche. Her kit has a Dispel break for every stat. I think she's also a pretty good ST provoke tank for ice-based teams.
