Nepala/Golden Bomb rate

Why do I feel like the rate are as bad as FF Type 0 Part 2 event ? I am at 50 ultima weapon kills without any golden bomb or nepala.
Just wondering if I am unlucky or just the rate are really bad.
Edit: 80 kills, one bomb and 0 Nepala. KMS
Edit2: WOOHOU, finally seen one at 100 kills ...
