If enhancements were released right now, for everyone, which currently released Global unit would be Global Strongest?

For my sake, I hope DK Cecil or Randi, since I have them.
I know TMs change things, so I guess the question is multi faceted. F2P, some TMs, like dual wield or double hand and the like, then BiS.
Edit- Let's also assume any units released in global that have 6* in JP but not yet in GL.
