Does anyone else have the sneaking suspicion that Cid's latents will not arrive on time?

The problem with Cid is that he is a year old unit with a Top 5 burst.

And his latent gives him a 50% damage boost making him extremely good.

To reach his potential he does require weapon giving Dual Wield which is fine in JP because no-one pulled for the OG Machina's STMR. However, in GL we have MMXon's STMR that can be used for a similar effect. The expected KM events this month are likely to give a free Machina weapon to ensure that everyone can build a decent Cid.

We even have the top dragoon materia on a unit that is from 2017 so many are likely to be able to UoC her STMR of desired.

What do you think is likely? Gumi make a year old unit OP or just sit on the latents until even his latent is powercrept?
