I only get non-friend companions in one of the tabs

Is this a new "feature" or something usual that I only noticed now?
Let's say I'm progressing through the story with companions from the Event 2 tab. When the list refreshes after a few uses (4 or 5), only that tab gets more non-companion units, and the others get 0 (and no, I'm not using filters).
