Mostly, people are going to forget this little tidbit when they did the news announcement:

For new units we release in the future, abilities that were originally set as "Latent Abilities" upon a unit's Japanese release will no longer be locked as Latent Abilities, but will instead be made immediately available as part of these new units' regular set of abilities, and will not require Enlightenment Points for unlocks or tier advancements.

In Sakura's case, her finisher mods goes from 68x/46x to 118x/98x, while simultaneously remedying her MP issue that would otherwise plague her. Also, her LB does ~34% more damage and significantly self-breaks for less (and her passives being generally all around nice stats).
