Why Are Tearoffs Okay?

Watching some onboards and seeing the drivers throw their tearoffs I can’t help but wonder why do we sometimes see things like plastic bags or paper towels causing issues to the cars but don’t hear about tearoffs causing such issues.

I’m sure there is a simple answer however I’m not into the tech side of F1 nearly as much as I am the driving, thanks in advance.

Edit: I’m not against tearoffs, the original question should have been why are tearoffs not causing more retirements if plastic bags and styrofoam do (considering each driver has multiple tearoffs {60 pieces of film on track per gp})
