I just learned about the lack of capital gains tax for Puerto Rico residents. Am I missing something?

I have been seriously thinking about ExpatFIRE as an option for maybe the last 2 years, and am attracted to it for the same cost-cutting/call-to-adventure reasons that most of you probably are. But today I just learned about the capital gains tax exemption for residents of PR which makes it a very alluring option.

I know this would technically not make me an expat, as I am from the US, so, feel free to vote me off of the island if you must, haha, but PR is obviously very culturally different which just might scratch my adventure/novelty "itch". Also keep in mind that I have lived in FL for the vast majority of my life, and a thought that has started to trouble me is the coming realization of my own parents' mortality. Both are approaching their 70s, and although none of them seem to be close to kicking the bucket, fingers-crossed, the thought of living in some far-flung country while they're struggling or alone for an extended period is really starting eat away at me. I have a similar feeling when thinking about missing Christmases and other holidays with them, now realizing more and more that there are only so many left to have. Maybe being an expat just isn't for me.

Also, not having to deal with immigration/visas in any capacity would be a nice plus.

Are there any major drawbacks to this that you're aware of? I have never been to PR, but have been considering going on vacation there since about month 3 of the pandemic. I'm not too afraid of hurricanes(within reason) as I am from FL, and could hopefully solve any major power outage issues with a collection of solar panels. Is this naive? Has anyone looked more deeply into this? Is PR just not a great place to live?

Any thoughts on this topic and PR in general would be appreciated. This idea is very fresh in my mind, but I am surprised that I have never heard of this before :)
