Attacking Buffs Varying in PVP Reports

Hello everyone, I have about 1400% archer attacking buff, but I noticed it varies from keep to keep (yes I know enemies can debuff), but why is there a huge variance from the percentage they can debuff vs what is when I attack. For instance in one report it says I have 930% vs a 130% debuff; where does the other 340% go to? And other examples are attacking a keep and getting 1100% in the report vs a 120% debuff. Monarch gear is set up right, buffs, and shrine.
