Credit Transports can bend the rules of the zones?

I'm new to the game so not privy to some secrets of the game, but here is what interesting thing happened to me:

Got to zone with bounty mission for G&B Officer, and zone was with scrambled sensors but with comms hub. By end of zone i noticed G&B neutral (somehow) Credit Transport in 10km from me.

Around 3Km to target i got notification that i'm leaving safe orbit, but Transport still there, and in a few seconds onboard AI blows my ship for "trying to run away, are we?"

Was that random placement of credit transport or they can move out of bounds?
