...or CCPlz explain WTF I can build a network, but can't do anything with it once I have!

The setup is pretty straightforward, anyone, ANYONE can buy one PI Command Center and plunk it down on a planet they have access to. You don't NEED any of the PI skills, you don't need ANY skills, you can just do this because you exist, which means that Alpha Clones can do ONE PI CC.

Its a shit CC, you can't tell where any of the good resources are, you can't upgrade the CC to put more than the bare minimum structures on it, but a trickle of income is still better than zero income, and it's income I can earn while doing other stuff, like missioning or PVP or whatever else I may want to do.

But I get a nicely filled CC of L1 products after forever, and realize I have zero way to get them off planet. Can't launch them from the CC itself, can't use the Customs Office either. Can't sell the product from the surface, obviously, so I'm out 4M for a game-element I can "use" but can't actually use.

WTF CCP? Seriously, if you're gonna make it so that the functionality is Omega only, THEN MAKE IT OMEGA ONLY. Don't tease three quarters of the functionality, and then make the last little bit, the bit that ACTUALLY MAKES THE THING WORK Omega only.

Edit to clarify:
IF CCP were to simply lock out ALL aspects of PI for Alphas, I'd be okay with that. There is a pretty big set of exploitable things that can be done by allowing people to set up multiple networks as an Omega, let their sub lapse, and then continue to reap Omega rewards from PI. Fine. Lock it down ALL THE WAY. Don't let Alphas drop that first CC. Don't let them modify their existing networks. Don't destroy them, obviously, but it runs the program, then processes the materials, then that's it, it just sits there until you buy Omega again.

Solves the problem of a dead-end section of content, prevents an exploit, D-U-N done.
