CCPls scale free SP event to player SP

Basically new omegas should get lots of SPs until they hit like 6 months or the extract limit on one of the character on the account. Then they should get a lower amount that the rest of the player base gets.
Let new players catch up faster without feeding skill farms.
We need that fresh blood so I can blow them up.
