Is CCP allowing enough feedback from SISI before deploying patches to TQ?

With the impending "doom nerf" to a carrier's application and alpha, many players are unhappy with an interceptors ability to hold down a carrier on it's own. Just about everyone agrees the alpha for a carrier's special ability needed to be lowered, but application and tracking was heavily nerfed as well.

I've seen nothing but negative reactions to this change on SISI, yet the patch is going straight to TQ. There have been many threads on /r/eve outlining the many negative aspect of this change. Carriers are going from insta blapping frigates to not applying at all. There must be a middle ground here because this change just promotes Svipuls/ceptors online.

This is quite a significant change being deployed and there has been no response from CCP about the player concerns regarding this nerf.

I love Eve and CCP, but sometimes I feel like there is a huge disconnect between CCP and the players during SISI testing.
