Charge for Shipping or Not?

I currently offer free shipping but notice most people in my category offer their items for cheaper but add on 2-3$ for shipping even though shipping is around 1.20$. The FREE SHIPPING banner doesn't seem to attract more customers. Plus I wonder if people sell cheaper to avoid paying more Etsy fees and then just add in more profit in the shipping.
