Order returned to me because of insufficient address?

I have shipped an order which returned to me because of a insufficient address. The buyer confirmed the address is correct. He wants a refund now. “Since it doesn’t seem like it will make it here”
What do i do with this? Refund or open a case? Since i made external costs for shipping.
