Free Shipping Options?

I ship my products via letter mail, and I offer free shipping within Canada. There is no letter mail option, only expedited/priority etc which I don’t want to use without the buyer paying extra for. What options do I have? And is there a way to offer free no tracking shipping and a paid upgrade option? Thanks <3
