Leveling EO3 hidden classes midgame

Currently playing the HD collection and I'm right before the 4th stratum boss. I plan to do the Armoraod and Deep City routes before doing the true ending. However, is it worth leveling the classes when I get them or should I level them in NG ? I currently have a level 20 Shogun who basically replaced my Front Mortar Arbalist.
