What should I use to deploy a contract?

I want to deploy an ERC-20 token contract on ETC. What's the right tool to use to deploy it? I tried to use ClassicEtherWallet, but I think it requires a "To" address, so I can't send a contract-deploying transaction.

Do I want to use the Classic-branded Mist build from Github? I can download and run that, but it's taking a while to sync, and when I hit "launch application" to fool around with it while it's syncing, I see no accounts listed. Even when I create a new account, it doesn't show up in the list. There are definitely key files in the Mist app data directory, from pre-fork Mist.

I suspect Mist might be broken, but I don't know of anything else that deploys contracts.
