Hashrate decreased when running CPU intensive tasks.

I have a mining rig with some cards on it and a gaming PC with a 3080 that mines when I'm not gaming. For about half a year I would leave it mining and run either Montero mining or Handbrake encoding on the CPU. Whether or not anything else was running I was consistently getting 102 MH/s on the 3080.

All of a sudden in the past week I realized the card was only running at 75 MH/s. When I paused my handbreak encode it went back up to 102. I double checked my encode settings and I am definitely not using nvenc encoding. I tried running xmrig to mine Montero and the same thing happened. It's not due to rending the window because this is whether or not the monitor is on.

Does anyone know what could be causing the hashrate to drop when running CPU compute applications?
