Promo store items

Admin's please feel free to delete this, but I couldn't find the answer elsewhere. I just played against an opponent who had a promo avatar, but it wasn't like I one I've seen before. It was the Time Mage and the aura around it was silk like and had a sky blue / neon tinge radiating around on the floating wisp things. I couldn't find it in the store. Was wondering where you could get it from? Sorry for wasting everyone's time!
