[PA] how long does executor have to finalize will?

Person A was named executor of estate and is also beneficiary to half. Person B is alternative executor and also beneficiary to half. A and B do not get along period. A made it clear she was executor and threatened to go to lawyer if B did not produce receipts when was she power of attorney for deceased. B complied. It’s been 6 months. A has not filed probate nor communicated to B. B is afraid to speak up or A will retaliate. The life insurance check issued to B is about to be void if not cashed. B is afraid to cash and get accused of stealing. Google does not appear to have a time frame for probate. The estate is only worth about 50k so a lawyer would eat a lot if A nickels and dimes every purchase B approved during POA.
