How to pick effective charities

Part of our estate planning is a chunk on charitable donation. I am looking for advice on picking effective smaller charities
Obviously, we will be staying with registered charities [501(3)(c) in US]. How can we check to see that the majority of their contributions go where they are supposed to?
How can we find out more about their reputation and community relationships other than relying on the charities own public relations?
