Is it a new type of cheat?

I don't have any proof, as I don't record my gameplay, however I've just died 2 times to this on Factory over the course of past 20 minutes.
Basically, I cannot load a round into the MP-153 - I can only shoot the one round I have chambered, and then get slaughtered by the cheater when I can't even go click-click.
Has that happened to anyone else? Or am I just going crazy?
EDIT: 100/100 MP-153 loaded with Flechettes - not a scav gun that malfunctioned...
