Stuck in offline mode

The screen is suggesting I am in offline mode. The box is unchecked, but I’ve ran 3 factories in a row and there wasn’t a single PMC on the map, only scavs. I get to the keep all the loot and XP, but it’s the same thing on interchange and reserve. I reloaded the game and still nothing
