Queuing with the constantly ticking Time Phase. Does wait time contribute to in-game passage of time?

We all see the time phases constantly ticking. However, if I select 22:00:00, will I get into game at 22:00:00 even if my wait time is 10 minutes?
If not, then why not just have static times so you can pick night or day...? Or at least tell me what time it is before I go in, I shouldn't need to risk bringing in my NV gear only for it to be sunny expecting it to be in the middle of the night..
