Hit Registration terrible since last update

For context I had just killed this guy's buddy in the doorway. Shooting .366 AP-M. Clearly shot twice in the head and does nothing to him. Somebody please explain. I will take he somehow got a cheeky peak when he peeked the door and instantly double tapped my head (white name with 200hrs in game)
