Upgrade OTW, what performance/quality to expect on Streets?

I just put an order in to upgrade my old computer, but I was wondering if anyone here has similar specs and could tell me what I can expect in terms of performance and quality on Streets. Right now, with the Streets performance setting turned on, I swing wildly between 35-60 FPS. Depends on if all the planets are aligned and the moon has reached its zenith.

Would 64GB improve performance? From what I can tell, I'm nowhere near maxing out the RAM on my current 32GB machine.

Ideally, I'd like to upgrade the GPU as well, but it was the only salvageable component I had left from the current system.
