Tarkov using 1% of my gpu

I have a 3070ti and 7600x and while playing tarkov, on any map, task manager tells me my gpu usage is 1% and below. My cpu usage is around 30-40% and I get anywhere from 80-140 fps on ultra settings. I have made sure I'm not using the integrated gpu. My 3070ti heats up to 70° at most and that seems to be fine, but I don't get why whenever I play tarkov gpu usage never gets above 10% even with multiple apps open. I even did a fresh windows reinstall yesterday.

Single cpu cores are overloaded, while the others are idle. Gpu doesn't have to work too hard because of this. I guess if you want to increase the gpu use somewhat, go with 2x scaling. But it still won't have too much work.
