Ulcers or pain memory?

My horse got ulcers back in early June and the first sign of it (before the spookiness, kicking, rearing, etc.) was flank sensitivity. My parents let me call a vet out late July and we were given a month of Ulcershield. After the initial treatment he still seemed in pain and nearly kicked me when I was trying to clip around his flank. We put him on a second treatment early/mid September and finished treatment on the 8th. Since then he has not seemed upset, unusually spooky, etc. but he has still been sensitive around the flank. A day or two after stopping treatment he’d tense up and twitch but today when I was touching his flank he started swishing his tail (only on one side which was his worst). I hadn’t felt his flank or brushed him in probably a week prior. Does this seem like it could be pain memory or could he have ulcers again? Should we start treatment again or should we wait? I’ve said to my mum that if he still has ulcers I’d like to do 6-8 weeks of treatment rather than 4 but it’s so costly as the treatment has been over $400 (we’ve gone to the only two vets in our area that work with horse). We’ve cut out all known causes for his ulcers. Obviously he had ulcers for a long time so it could be pain memory but I’m not sure since the tail swishing is a recent thing
