Why do most show amateur/junior riders put their horses in training?

I don’t understand the theme in most rated shows circuits where the horses are in full or partial training with a trainer. I’m not talking about lessons, I’m talking about the trainer riding the horse 3-5 days of the week.
Don’t riders want to produce horses themselves? Why is the industry standard to have trainers develop horses?
This pattern of riding/training also seems like it creates horses and riders that are very very dependent on trainers.

It's also hard for the student! Having to shift from riding a horse that knows its job to training a green horse is SO hard. I still remember the first few times I sat on my horse to do a training ride without my trainer present. I had no confidence. I was constantly second-guessing myself. I was frustrated (with myself, not with my horse) and felt like I was making little progress. I WANTED someone to tell me what to do. These are terrible feelings to sit with, and then to have to process alone.
Guess what? I got over it. The more I trained alone, the more independence I gained. I make executive decisions to correct something even in my lessons now and my trainer is so pleased that I have the confidence to work through problems and make decisions. No one else has ever sat on my horse to train her, it's all me, and I am proud to own that fact.
