Lameness Question

A friend of mine has a 7 yr old Quarter Pony who presented the beginning of the month with more generalized swelling to her left hind. Lightly sore to touch, warm, moving with no visible lameness. With rest and cold hosing, swelling and warmth have reduced, but the remaining bump (seen above) feels mushy and still tender to touch. Pony isn't lame, but also isn't moving out at liberty like usual. Have been told it may be a "splint"? Thoughts, feedback?
