Does debit card have to be local?

I’m 30 and from the US. I called at Scottish location to ask about their international permit policy as well as about paying with debit rather than credit card. I was told IDP isn’t necessary since I have an english license but debit wouldn’t be accepted since my card would be foreign/from overseas. I don’t see anything online or in the policies that supports this — can somebody else give their input? I chose Enterprise specifically because of the possibility of using debit so I just want to clear that up so I can cancel my reservation if need be.
