What's the outer layer of a building called?

So, in buildings standing by the water (typical for Turkey or Israel, for example), over time, the outer layer starts to crack and come off, like there's patches that get broken off and exposed because of the extra humidity. What is this layer that comes off over time called in a building? The finishing? The paintwork? What if there's no paint? The faÇade? Like you finish a building and smear this final substance all over the building, what is that substance called? I can't really tell what this layer does unfortunately, I have zero experience in construction... Sorry :((
