I felt like the answer would be (b) and not the (a) . Why (a) is correct? (the answer in the guide says "a" is the correct answer)

A is wrong. It is not a passive sentence, it's a participle. It's the same grammatically as saying "You will be angry at your father." B is the same grammatically as saying "You will be angered by your father." In B, the cause is directly shown. In A, the direction is shown.
You can reverse B into an active sentence: "The news will shock you."
