How relevant is science in this game?

I've been playing riftborn for the most part, and I then switched to another faction. I found that most of the other factions generate far less science. Is this because I'm playing them wrong? Or is this because different factions go for different victory types? In other 4x games i've played, such as Civ 5. Being behind in science locks you out of winning in general for the most part. Is that true in this game too?
