Roving Clans faction question cannot be completed?

My faction quest reads "Make sure all the eyeless ones villages are pacified in the region where the indicated ruins lie."
One of the villages was pacified by another player, I pacified the second village. Yet the objective still remains incomplete.
What am I doing wrong? How do I complete this quest?
