Z hop on only one tower

Why would I only be getting stringing from the one side? Just installed all metal heat break, changed nozzle, did PID tuning, bed level, filament is coming straight out of the dehydrator, z hop and wipe enabled. When it finishes the layer on left tower, it still retracts, but no z hop, travels straight to the right tower. When it finishes the layer on right tower, it z hops and retracts before traveling to the left tower.
