Roveros Rastapopoulos' 2038 Border Survey was successful in establishing what lay beyond the borders of Rome, and he found that these lands were ripe for conquest. Upon returning to the Imperial Court in Khalkedon, he informed Yanis of these developments in a private audience. Within a few days, expeditions were outfitted to seize the lands : Roveros, appointed the new Domestic of the West, was sent to integrate Thrake, and his brother Ioannês, now Domestic of the East, was sent to integrate Anatolia ; he would begin with the smaller territories to the North, then wait for his brother to return to Anatolia before tackling Aiolis.

Their strategy in conquest would be to lure the locals in with promises of stability and prosperity ; if this failed, the lands would be taken with an iron fist, as their annexation was paramount to the Emperor's foreign policy.
