Rules on overtime pay - New York State. Can a company *not* pay you overtime in a 40hr week, and compensate with paid days off instead?

This is routinely taking place where I work, and I have always objected to it, because I feel they might be illegally doing this.

There are persons at my job who work tons of extra shifts in a given 40hr week, and then take time accrued time off as "paid" down the road.
