Guardian equipment?

Ok so I just got the engineered v1 FSD and I headed out to a guardian site right away, figured out the site but I'm unable to get the blueprint from lack of a key. I've searched the internet for a possible location for a beacon but to no avail. Unless I'm missing something where a key can go to multiple sites but only be used once.
Could someone please explain all of this to me since I'm trying to fully upgrade my ship as best as I can?
