LTD Piracy! Is it ded?

Just tried for 2 hrs in 3 systems. Agricultural Anarchy. NPCs with mining lasers would usually carry LTDs exlusively. And spawn quite generously. Now the spawnrate has dropped sigificantly and NPCs with mining stuff will carry all sorts of stuff (Uraninite, Leipolidite etc) but no LTDs.
