Having to repair ship every time logged on [Bug?]

My dad plays Elite on the Xbox One and has encountered a bug the past few days. He entered combat and needed 57k repairs afterwards, he turned his console off as soon as he'd made the repairs. Now every time he logs on he needs to make the 57k repairs again even though he leaves his ship 100% health before signing off.

Sorry if I've posted this in the wrong place, I'm not very familiar with the game. Elite is the only game my dad plays and he's completely lost because of this so any help would be really appreciated.
